Robert Tama Lisinge is an engineer, regional infrastructure development strategist, trade and transport facilitation specialist, and a leading road-safety expert in Africa. He has more than 20 years of experience conducting research, providing technical assistance and advising African countries and organisations.

Robert has contributed to major African infrastructure initiatives since 2000, including the Programme for Infrastructure Development in Africa, the NEPAD Presidential Infrastructure Champion Initiative and infrastructure flagship projects under the African Union's Agenda 2063, including the Single African Air Transport Market.

He played a leading role in articulating the African Road Safety Action Plan for 2011–2020 and the continent's post-2020 Road Safety Strategy. He has represented the United Nations Economic Commission for Africa on the steering bodies of PIDA and the African Transport Policy Programme, and serves as ECA's focal point for the United Nations Road Safety Trust Fund.

Robert also contributes to international work on the Second UN Decade of Action for Road Safety and is a member of the FIA High-Level Panel Experts Group. He publishes in peer-reviewed journals and teaches transport infrastructure development through the African Institute for Economic Development and Planning in Dakar.

Based in Addis Ababa, Robert's work at ECA focuses on mobilising private-sector investment in African infrastructure. He holds degrees in civil and transportation engineering, an MPhil and a Doctor of Business Administration from Maastricht School of Management.
