Pierre Lerat is Regional Transport and Mobility Representative for East Africa at Agence Française de Développement (AFD), based in Nairobi. He oversees AFD’s transport and mobility portfolio across Ethiopia, Kenya, Tanzania, Uganda and Djibouti, spanning urban and electric mobility, commuter rail and regional corridors.
An infrastructure-finance specialist with 13 years of experience across Africa, Asia and the Indian Ocean, Pierre works on sovereign and non-sovereign financing, public-private partnerships and low-carbon transport.
He supports the electrification of Addis Ababa’s B2 bus rapid transit corridor and is developing CHARGE Addis, a programme combining technical assistance with risk-sharing mechanisms to support private investment in charging and e-mobility deployment. He is also responsible for AFD’s financing for Phase 5 of Dar es Salaam’s BRT network.
Before moving to Nairobi, Pierre led transport project teams at AFD in Paris and was previously posted in Colombo, Sri Lanka, working on urban infrastructure, transport and energy. He began his career in AECOM’s PPP advisory team in London and Paris.
Pierre is an engineering graduate of École Polytechnique in Paris and holds a master’s degree from the London School of Economics.
